When you haven't found suitable work or education, or a young person becomes a young parent, they may transfer between youth benefits and working age benefits. It's important to make sure you get the right information so the transition is as smooth as possible.

When a young person is transferring between main benefits, an application form for the new benefit is not always required, but reading and signing the obligations for the new benefit is required.

Each benefit has different obligations, so you must ensure the young person:

  • is informed about which obligations apply to them
  • understands them, and
  • signs the obligations of their new benefit.

You must also confirm the young person's current situation to ensure they are receiving full and correct entitlement and add detailed notes to their ART profile.

As well as ensuring the young person understands and signs their obligations, they must also provide other evidence/forms depending on what benefit they are transferring from and to.

Where applicable, the partner also needs to provide this information.

If the young person has had a significant change in their circumstances, they need to complete an application form for the appropriate benefit and provide supporting documentation relevant to their change in circumstances, such as a child's identification.

A new application form must be completed due to the additional amount of information required. The young person must also provide:

  • one form of identification
  • child identification, and
  • any other supporting documentation relevant to their change in circumstances.

transfer between benefit with extra help

When a young person transfers from one main benefit to another main benefit and is receiving Extra Help, a new Extra Help application form is not required. You must however confirm if there are any changes to their costs. If there is a change to the young person's Extra Help costs, ensure they provide evidence where applicable.

Note: If the young person qualifies for other Extra Help that they were not receiving with their previous main benefit, you must ensure the young person completes the appropriate application form and provides any supporting evidence.

transferring from a main benefit to extra help

When a young person stops their main benefit but they still are eligible for Extra Help, they do not need to complete a new application form. However, you need to have a conversation with the young person and add notes about the conversation in the young person's ART record.

A young person can stop their benefit while still receiving Extra Help either by:

  • attending an appointment with their youth coach
  • calling the Contact Centre to complete the transfer, or
  • cancelling their benefit online via MyMSD.

The notes must record the conversation held with the young person and should include the following:

  • they have requested the transfer
  • they understand their obligations 
  • whether the young person's costs have changed or not
  • their income, assets and employment details (including how many hours they work).

If the young person qualifies for other Extra Help that they were not receiving with their previous main benefit, you must ensure the young person completes the application form and provides any supporting evidence.
