Steps Procedure
Day 0 - Young person applies for Youth Payment or Young Parent Payment.

Young people can apply online through MyMSD. If a young person is unable to complete the online application, their youth coach can print out and assist them in completing the hardcopy application form.

Once completed, email the application form to YSSU at YouthService@msd.govt.nz.

The application will tell the young person about the supporting documents they need to provide.

Note: Young people can request a client number on the Work and Income website.

Day 1 - YSSU to complete the Screening call

The next day, YSSU will receive a notification that a young person has completed an application online. 

YSSU will then:

  • Record the date of the first contact for the YP/YPP application in CMS* (New Request for Financial Assistance)
  • Create a Client Event note in CMS* for the YP/YPP application.
  • Register YP/YPP and supplementary assistance in SWIFTT*.
  • Complete the Screening Call, which may also include:
    • Referral to a Family Breakdown Independent Assessment Provider 
    • Referral to Oranga Tamariki
    • Child exclusion (if the young person’s parents are on a benefit).

If the Screening Call is unsuccessful, YSSU will continue attempting to call the young person. If it remains unsuccessful, YSSU will send a letter to the young person, inviting them to contact MSD to complete the Screening Call.

After 20 working days, without any contact from the young person, YSSU will decline the application.

Day 2 – ART profile created and referral to a Youth Service provider.

The next day, an ART profile is created for young person.

YSSU will then:

  • Approve the YP/YPP referral to be forward to the young person’s Youth Service provider
  • Upload the completed screening template to ART
  • Upload the YP/YPP application form to ART
  • Upload a blank YP/YPP obligations form to ART (if applicable)
  • Create a new ART task:
    • Task Category: YP/YPP Applications
    • Task Type: Youth Payment or Young Parent Payment or Main benefit to Young Parent Payment
  • Complete the ART note template, link the saved documents, and create the Task.
  • After the task is created, YSSU to add in ‘additional information’ to the notes field in the open ART task.
Day 3 onwards – Youth Service provider accepts ART referral

The Youth Service provider will review their ART referrals daily and decide whether to accept or decline the referral from YSSU.

Once the Youth Service provider accepts the referral, they will gain full access to the young person's ART profile.

Contact young person

The Youth Service provider will assign a youth coach to the young person and review the open ART task from YSSU.

It will show the type of application the young person has submitted, the required documents the young person must provide to MSD, and the time and date of their Family Breakdown Assessment appointment.

The Youth Coach is required to contact the young person within two working days from the date of receiving the referral to schedule an appointment and five working days (seven days) to complete the task and return it to YSSU.

If the youth coach is unable to contact the young person, they must send a letter with an appointment time and date and details for them to contact their Youth Coach if this is not suitable.

If the young person does not respond to the letter or fails to show up for their appointment, you must record this in the open ART task.

After 15 working days, when the task becomes ‘overdue’, the youth coach must send the ART task back to YSSU, who will complete the application.

Meet with young person

The youth coach will carry out the initial appointment process with the young person, verifying all supporting documents provided by the young person.

The youth coach will then scan and upload these documents to the open ART task.

Once all the required documents are received, the youth coach will send the ART task back to YSSU for processing.

Note: the youth coach must add all redirection documents to this open ART task.

The youth coach will also provide support to the young person in applying for 'Waiting for benefit decision' if they require urgent assistance.

YSSU to approve or decline application

Once all the required documents are received, the youth coach will send the ART task back to YSSU for processing.

If all critical documents are linked to the open ART task, YSSU will be able to decide whether to approve or decline the application.

If YSSU is still awaiting additional critical documents, they will return the ART task to the provider.

Note: If YSSU returns the ART task to the provider, this will result in further delays in the application.

Delivery of Youth Service support

When the application is approved, the youth coach will continue to provide wrap-around support for the young person while they are enrolled in Youth Service.

It's important to note that the youth coach will continue to assist the young person with the non-critical documents.

If these documents are not returned to YSSU within 20 working days of approval, it may lead to an obligation failure for the young person or a decline in their supplementary assistance (i.e. Temporary Additional Support or Money Management).
