When a region experiences a civil defence emergency, Youth Service may implement the Youth Service Civil Defence Response.
On this page we will cover what will happen when the Youth Service Civil Defence Response is implemented.

Civil Defence payments
Young people will need to apply for the Civil Defence Payment through their youth coach.
If the young person doesn’t qualify or the cost are not covered by Civil Defence Payment, their youth coach will support the young person to test eligibility to hardship assistance.
Sending applications via email
If other systems are unavailable, you can send Civil Defence Payment applications to YSSU via email. You will need to use normal password protection rules when sending information via email at youthservice@msd.govt.nz.

When there is no internet or power
If the provider has no internet or power, the provider will phone the YSSU to complete the applications over the phone.

Some other changes
Programme Fund
Young people can apply for Programme Fund to help cover costs occurred during the event. They do not need to test eligibility for hardship payments first.
Money Management
If the young person has problems using their Payment Card due to the emergency, you can request for the young person's Payment Card portion of Money Management to be paid directly to the young person's bank account.
Their other redirections (eg rent and other bills) will still be paid directly to the supplier/debtor.
When the Civil Defence emergency has ended, the youth coach will need to contact YSSU to have the young person returned to full Money Management.
