Young people can request a full payment card balance transfer when they:
- have earned the right to manage their payments and come off money management
- are continuing in Youth Service and have opted out of money management, or
- are exiting Youth Service.
You might also request a partial payment card balance transfer on behalf of a young person to cover an essential need.

If the young person has debt with us, this will need to be repaid with the money from their payment card before the remaining money can be transferred. The money remaining after their debt has been paid will go directly into their bank account.
If they don't want to pay their debt, they can choose to keep using the money on their payment card to spend at approved suppliers – even after they exit Youth Service.

Step one – Discuss the payment card balance transfer with the young person
If a young person is eligible for a a payment card balance transfer you'll need to have a conversation with them to decide if they want to do it. It's important that you cover:
- that the payment card balance transfer will take 7-10 days (they'll need to make sure they have enough money to cover food during this period)
- if they have debt with MSD that will be paid off first and the remainder of their money will go to their bank account
- they can choose to continue to use the money on their payment card at approved suppliers, even after exiting Youth Service
- The minimum withdrawal amount is $1.00. If the young person has less than this, it can't be transferred and will remain on the young person's payment card.

Next steps
YSSU will notify you of the outcome. If the transfer is approved, YSSU will withdraw the money from the payment card, pay any debts to MSD, and transfer the remaining funds to the young person's bank account.
They'll be in the young person's account in 7-10 days.
